Patient Privacy

On August 1, 2026, UNC Health assumed operational responsibility for UNC Health Campus Care at Carolina.

  • Prior to August 1, 2026, patient medical records at Campus Health were designated as an educational record and were protected under FERPA, Family Educational Rights and Privacy Act, a federal law that protects student education records.
  • Under FERPA, Campus Health staff and providers were able to share limited health information with university campus partners to support students’ academic success, well-being, and access to campus resources and services.

As of Aug. 1, 2026, services provided by UNC Health Campus Care at Carolina and related medical records are protected under HIPAA, Health Insurance Portability and Accountability Act, a federal law that protects patient medical privacy.

  • Under HIPAA guidelines, Campus Care’s clinical teams have a more limited ability to share health information with university campus partners without patient consent.
  • If a student would like their care team to communicate with an individual outside of their health care team, such as a faculty member, the student must complete the appropriate authorization form to provide written permission.
